Liberia’s electronic oil record book scoops up two more innovation awards

The innovative electronic oil record book (ε-ORB) produced by LISCR, the US-based manager of the Liberian Registry, in co-operation with Cyprus-based maritime technology company, Prevention at Sea, has received two more prestigious industry awards.

At the Lloyd’s List Asia Pacific Awards ceremony in Singapore on 26 October, the ε-ORB won the Lloyd’s List Intelligence Innovation Award, organized in association with Lloyd’s List Intelligence. This award seeks to set a benchmark for excellence while rewarding boundary-challenging innovative ideas and concepts.

Meanwhile, the ε-ORB secured the Innovation Marine Environment Protection Award from the North American Marine Environment Protection Association (NAMEPA) at its 10th Anniversary celebrations in New York, which also took place on October 26. NAMEPA’s mission is to preserve the marine environment by promoting sustainable marine industry best practice.

Earlier this year, the ε-ORB won the 2017 Lloyd’s List North America Maritime Services Award.

The ε-ORB is a Lloyd’s Register-certified maritime software application designed to replace the traditional paper oil record book and to establish software transparency, credibility and traceability. Following highly productive and encouraging meetings with leading international shipping organisations, including the IMO’s Marine Environment Protection Committee, US Coast Guard, AMSA, Paris MoU, EMSA, Intertanko, Intercargo, OCIMF and numerous port and flag states, the Liberian Registry is pushing ahead with moves to expedite the smooth introduction of ε-ORB throughout the fleet registered under its flag.

Liberian Registry wins Maritime Services Award for electronic oil record book

LISCR, the US-based manager of the Liberian Registry, has won the Lloyd’s List Maritime Services Award 2017 for the innovative electronic oil record book (ε-ORB), which is now accepted for use on board Liberian-flag ships.

The ε-ORB, launched in 2016, is a Lloyd’s Register-certified maritime software application which has gained wide support in the shipping industry. It has been developed with the intention of enhancing onboard efficiency by ensuring compliance with MARPOL in relation to paper Oil Record Books.

The ε-ORB has been designed to replace the traditional paper Oil Record Book and to establish software transparency, credibility and traceability. It addresses a variety of issues, including ORBs being reported missing on board, failure to document entries in the ORB of internal transfer of oily mixture, discrepancies between entry into the ORB and actual capacity of the oily water separator, and falsification of log entries.

Christian Mollitor, vice-president of the Liberian Registry, says, “Liberia is actively planning for the wider dissemination of the IMO-compliant ε-ORB throughout its fleet, with the knowledge of a variety of international organisations, including the IMO, US Coast Guard, Australian Maritime Safety Authority (AMSA), the European Maritime Safety Agency (EMSA), Paris MOU, Oil Companies International Marine Forum (OCIMF) and numerous other flag states, including Germany, Malta, Luxembourg, Japan and Denmark, each of which has provided extremely positive feedback.”

Liberia has published a marine notice providing guidance on the use of the ε-ORB, and issues a MARPOL Electronic Record Book Declaration which must be carried on board as proof that vessels have the necessary flag approval to use the ε-ORB. A transitional period running for one year from 1 January, 2017 will facilitate inspection by Port State Control authorities which may not be fully familiar with electronic oil record books. The ε-ORB can also be utilized as a training tool.

Liberia Registry launches electronic oil record book

The Liberian Registry, in partnership with Prevention at Sea Ltd, a Cyprus-based maritime compliance technology company, has launched an innovative software product designed to replace traditional paper oil record books (ORBs) and to facilitate correct ORB entries into an efficient electronic format.

 

Liberia’s Electronic Oil Record Book (ε-ORB) is the most recent in a long line of ground-breaking industry initiatives designed to make the Liberian-flag fleet the safest, greenest and most efficient afloat. It is intended to address a variety of issues, including oil record books being reported missing on board, failure to document entries in the ORB of internal transfer of oily mixture, discrepancies between entry into the ORB and actual capacity of the oily water separator, and falsification of log entries.

 

Christian Mollitor, Vice-President of the Liberian Registry, says, “The Liberian Registry is proud to deliver innovative products that help shipowners proactively comply with regulatory requirements. It is our belief that many errors found in oil record books are caused by human administrative error rather than wilful non-compliance with MARPOL. However, the consequences of incorrectly recording oil waste transfers are very serious and may lead to criminal prosecution.

Created in accordance with MARPOL requirements and certified by Lloyd’s Register under MEPC1/Circ. 736/Rev. 2 guidelines, the ε-ORB is designed to establish transparency, credibility and traceability. All information is stored electronically through the use of a system back-up, making archiving easier and enabling past data to be revisited. The ε-ORB software will be available for use by shipowners, ship operators, and authorities worldwide.
