Bureau Veritas publishes guidelines for Offshore Access Systems
Leading
international classification society Bureau Veritas has developed guidelines
for walk-to-work
(W2W) motion compensated Offshore Access Systems (OAS) which are used to
transfer industrial personnel to and from offshore installations. Guidance Note
NI629 Certification of Offshore Access
Systems provides a clear and comprehensive overview of the safety
principles and technical requirements for the design, manufacturing and
operation of reliable and dependable equipment for the safe transfer of
personnel at sea.
Matthieu de Tugny, Senior Vice-President and Head of Offshore, Bureau Veritas, says,
"Getting people safely onto and
off unmanned platforms and wind farm towers offshore has become a big issue.
Walk-to-Work OAS can provide significant safety, operability and/or cost advantages
over more traditional personnel transfer methods such as personnel basket or
capsule lifts, step-over from high speed crew transfer vessels and helicopter
transfers. We see a lot of new vessel types emerging with these
motion-compensated gangways and it is imperative that the industry has a
standard against which to assess their safety and to help develop safe new
designs.”
Two different offshore access technologies have emerged: passive
transfer gangways, which are first connected to the offshore installation and
then put in free-flow mode for personnel transfer, and active transfer gangways
which remain motion compensated during personnel transfer. The safety issues
and critical components, which differ from one category to the other, require
special attention to ensure safe and reliable operation.
Says De Tugny, “With these new guidelines the regulatory gap into which personnel
transfer between offshore support vessels and offshore installations could fall
has been closed.”

Bureau Veritas publishes LNG fuel Gas-Prepared notation
Leading
classification society Bureau Veritas has published requirements for ships
which are designed and fitted out for dual-fuel or LNG fuel propulsion but
which are not initially intended to use gas as a fuel. The requirements, set
out in Rule Note NR 627 Gas-Prepared Ships, cover special arrangements for new ships that are designed with specific
arrangements to accommodate future installation of an LNG fuel gas system.

says, “Many owners consider that they will switch to LNG as a fuel in the
future, but are not yet ready to make that change. It makes sense to build and
lay out ships so they can easily be converted in the future. We were the first
into dual-fuel ships and as the leaders we want to use our experience to help
that process. The requirements of this notation set a benchmark or designers
and yards so they can ensure that every ship is future-proofed and able to be
easily converted to LNG as a fuel when the market conditions are right.”
NR 627 sets out how the initial design of the ship is to take into
account the necessary spaces or zones to accommodate the following
installations:
• LNG bunkering station
• LNG storage tanks
• Fuel gas handling system
• Ventilation systems
• GVU
• GCU, where required by NR529
• Vent mast.
Vessels meeting
the standards will be awarded the notation Gas-Prepared.
The notation may
be modified with the addition of:
• S when specific arrangements are implemented for the ship
structure
• P when specific arrangements are implemented for piping
• ME-DF when the main engine(s) is (are) of the dual-fuel type
• AEB when the auxiliary engines and oil-fired boilers are either
of the dual fuel type, or designed for future conversion to dual fuel
operation.

Bureau Veritas publishes LNG Bunkering notation
Leading
classification society Bureau Veritas has published
requirements for LNG Bunkering tankers. The requirements, set out in Rule Note
NR 620 LNG Bunkering Ship, cover special arrangements for ships carrying LNG
which will transfer that LNG to ships using LNG as fuel.

says, “Establishing a secure and safe LNG bunkering chain is the key to a swift
uptake of LNG fuel across shipping. We believe that small-scale LNG bunker
vessels will play a key role in developing that chain. These rules help ensure
safe development of this new type of ships. Of the fifteen or so small-scale
LNG ships ordered so far ten are to BV class so we are driving this sector
forward.”
NR 620 covers the design and installation of the LNG transfer systems
from bunkering ship to the receiving ship and the vapour transfer system from
the receiving ship to bunkering ship, including LNG hoses, transfer arms and
auxiliary systems for handling the LNG system. The design and installation of
the equipment intended for boil-off gas management on the bunkering ship and
the design and installation of the gas piping system of the bunkering ship are
also set out. There is a separate section on safety arrangements.

will be awarded the notation LNG
Bunkering Ship.
For ships which
provide extra facilities or services set out in the rule note additional
notations will cover:
RE The additional service
feature RE is assigned to LNG bunkering ships designed to receive LNG
from a gas-fuelled ship for which the LNG fuel tanks have to be emptied.
Initial-CD The additional service feature Initial-CD is
assigned to LNG bunkering ships designed for initial cooling down of the
receiving ship LNG fuel tank.
IG-Supply The additional service feature IG-Supply is
assigned to LNG bunkering ships designed to supply inert gas and dry air, to
ensure gas freeing and aeration, to a gas-fuelled ship which is designed in
accordance with IGF Code, paragraph 6.10.4.
BOG The additional service feature BOG is
assigned to LNG bunkering ships designed to receive and manage the boil-off gas
from the receiving ship generated during the bunkering operation.

Bureau Veritas launches Underwater Radiated Noise notation
Leading international classification society Bureau Veritas has developed a voluntary notation intended to assist shipbuilders and operators reduce underwater noise radiating from ships. The comprehensive set of standards and measuring services is grouped as NR614 Underwater Radiated Noise (URN). It aims to control and limit the environmental impact on marine fauna of all self-propelled ships and provide a standard and a system to assess compliance with specific vessel requirements for underwater radiated noise.
It covers both shallow and deep water conditions, sets out a dedicated comprehensive measurement procedure, explains how to manage measurement uncertainties and sets specific underwater noise level requirements.
Jean-Francois Segretain, technical director, Bureau Veritas Marine & Offshore Division, says, “Underwater noise radiating from ships is acoustic pollution, and there is no doubt that it will be the next big area to be tackled by regulators. This notation, backed by careful research with an extensive network of partners, means we can help designers, yards and operators to be ahead of regulation. And it makes commercial sense. Reducing underwater noise directly contributes to reduced noise and vibration levels on board, which improves passenger and crew comfort. There is also a strong link between fuel efficiency and noise. Quieter ships burn less, and we can help make ships quieter and so more efficient.”
One of the main drivers of the notation is to aid European stakeholders in fulfilling the requirements of the Marine Strategy Framework Directive. This aims to improve the environmental state of European waters by proposing mitigation solutions to be put in place by 2016, with their efficiency proved by 2020. The BV notation has been issued in parallel with the European research project AQUO, which is focused on underwater noise, and includes the work of 13 partners - shipyards, hydrodynamics research institutes and bio-acoustic experts - from eight countries, and an end user committee has been built to review the project, including BV's notation.
Several new expedition cruise projects have underwater noise reduction in their specifications and other passenger ship operators are discussing BV’s URN notation and its services and technical assistance for implementing noise reduction solutions. Bureau Veritas has signed a collaboration agreement with TSI S.L. a Spanish company that specialises in Dynamic and Acoustical design of quiet ships as well as noise and vibration measurements.
